Arvind Mayaram panel on Foreign Direct Investment has suggested
1. To remove the ambiguities over clear demarcation between Foreign Direct Investment (FDI) and Foreign Indirect Investment (FII) and defined them.
2. To treat Foreign investment of 10 percent or more in a listed company as foreign direct investment (FDI).
3. To allow an investor to invest below 10 per cent and this can be treated as FDI subject to the condition
4. To allow an investor in a particular company to hold the investments either under the FPI route or under the FDI route, but not both.
5. To treat Foreign investment in an unlisted company irrespective of threshold limit as FDI.
