Consider the following statements-
1. Parliament has the power to make laws with respect to any matter included in the State List, for a temporary period, if the Council of States declares by a resolution of 2/3 of its members present and voting, that it is necessary in the national interest that Parliament has power to legislate over such matters
2. Each such resolution gives a lease of two year to the law in question
3. A law made by Parliament, which Parliament would not but for the passing of such resolution have been competent to make, shall, to the extent of the incompetency, cease to have effect on the expiration of a period of six months after the resolution has ceased to be in force, except as respects things done or omitted to be done before the expiration of the said period
4. The resolution of the Council of States may be renewed for a period of one year at a time
